 Lemony Snicket's "A Series of Unfortunate Events" has a villain like 
this. Either the grownups don't believe Count Olaf is a bad person, or 
they (finally) believe it but don't believe Count Olaf in disguise is 
Count Olaf.

Two examples of the "my guardian is trying to kill me, but everyone
thinks he's a fine fellow and refuses to believe me" plot:

There seems to me a whole subgenre of "someone committed to a
madhouse, though sane, because of malice or a relative or innocent
circumstance, and then unable to convince keepers he is in fact sane."
 But I'm blanking on specific examples, other than a couple marginal
and/or obscure:  MURDER IN THE MADHOUSE by Jonathan Latimer, and THE
STRING OF PEARLS (the original "Sweeney Todd" story) by (probably)
James Malcolm Rymer:
